I personally would prefer some sort of doubler - preferably single piece that sat under the nut end of the eyebolt, running between the two. And also use large washers between the nut and the doubler.
If you need to drill through the entire floor, then silicone seal between the doubler and the car chassis, and then spray undercoating around it. ed

I want to say that I've seen something similar to this used on some of the older cars.. not sure though.

Paul, they usually just bolt through the floor plan and put big washers underneath.
