My guess, one guy reacted to the sc coming in and the rest followed. If they didn't know it was the last lap, they would assume green flag racing. Also, they may simply have been instructed to waive the green flag when the sc comes in to avoid confusion (worked, didn't it?).

Anway, MS knew better. Too bad they can't give Ross some form of penalty as I believe he is the one who gave MS and Nico the order to pass.

Maybe we'll have green flag-gate. WoooHoooo

FWIW, I think that they should have simply swapped MS's and FA's finishing positions and put things back in order. I guess to do that they'd have to admit to the confusion created by the situation. FIA, made a mistake, next thing we'll hear is that the Pope goofed!
