Nope don't know him, deserves to be fired and loose his license. I am sure there was no immediate danger to crew or passengers, but a flagrant disregard for FARs that every pilot including students should know. I flew very low over towns spraying for Gypsy Moth, 30 feet or so above the trees, but that was in a Helicopter under Part 137 with a waiver and prior notification both to the FAA and the communities on the ground.
