Steve, I would suggest getting a copy of the title faxed/emailed to you in advance so that you can see EXACTLY how and what is filled out. In my previous situation, the owner printed on the title's front, conveyed the title to the next buyer, who's information was hand written on the back. But the buyer never titled it. MD MVA would not accept the title for my subsequent purchase. I had to get the PO to get me a clean title with his name printed on it (which meant he had to pay taxes.....). Needless to say it was a point of much discussion between us. I believe I have actually seen a title from another State, where there was space for a 2nd buyer to be entered on the back; probably because taxes aren't collected for car sales or MVA's are few & far between. Also note that some titles have a special conveyance block for dealers/wholesalers only. MD MVA will confirm the validity of the dealer/wholesaler listed in the block before accepting (I've been thru this, too). Unless the title has an explicit block for you to enter your name as the buyer, they won't accept. But........if the PO bought the car, but never filled out the buyer portion, then you should be golden. If MD MVA somehow determines that the car was never titled or registered for 2 years, you could simply say it was being restored during that period, and was off the road. Good luck! As mentioned, take it slow and it should all work out. IMHO, make sure you have all the puzzle pieces figured out before trekking out to IL.

If you are flying out be prepared to be pulled from line and have the swab tests done. Especially if you buy a one way ticket the night before like I did the last time. Heck I couldn't check in on line or even at a kiosk. I knew it was going to be a long time at security after that.
Only if the vehicle is 7 years old or newer and it the sale price listed is not in line with their values. |

Don't worry, while Im eager to get the car Im not moving until all this title stuff is straightened out. I've had my own fair share of title problems w/ the mva before (like try registering a trailer bought from a dealer, which turns out to be repo'd, but you (nor the dealer) has the proper repo form, and the state that it was legally repo'd in doesn't issue them.)
The plot thickens... Car was bought in NJ. Title is signed over from 1st owner to the NJ dealership. The dealership provided a bill of sale to the current (2nd) owner. No NJ tax was paid since hes out of state. That should have been everything he needed to get an IL title... Called the MVA. MD won't accept title signed over to dealer->bill of sale->subsequent bill of sale. They tell me the car MUST be titled in the current owners name. So unless he titles the car in IL and pays 6.75% tax I don't see how its possible. Contact the orig dealer and see if they'll issue a 2nd bill of sale direct to me? (for a fee of course. Is that even legal?) I've only lived in VA & MD. Do all states have strict laws like this? (not that I really blame them)

What's REALLY going to suck (for him), that if he titles it in IL it'll be taxed at the price he paid 2 yrs ago. The car is an '06 so thats probably about 2x what current market value is!
There are 4 states w/o no sales tax. It only takes a utility bill & credit card/bank statement sent to a cheap appt addr in DE to setup residency. Still have to apply for it in person though. Still, would be WAY less expensive than paying tax on the old value.
