Anyone know what finished is on this wheel? It appears to be painted paddles, but I'm not sure. Can this finish be replicated at home, or is it better left to Wheel Enhancement or Al Reed?

That looks like the rough anodizing used for the RSR wheels. There was a thread on Pelican where folks were discussing alternative (DiY) approaches to achieving this look without anodizing. Search Pelican using RSR and Wil Ferch as inputs and you should find the thread.
