Default Electrical Help for the Beginner - Trying to fix Cruise Control

I know nothing about electrical engineering and therefore don't understand all the details around amps, volts, Ohms, Resistance, etc., but would like to use my current project as an opportunity to learn. I am open to all thoughts and direction, so don't hold back your knowledge if you are willing to share.

Project: Reinstalling cruise control in my '91 C2

Status: All parts have been re-installed and it isn't engaging at all.

Troubleshooting already tried:
1. Clutch microswitch - I had to bend the wand a bit to make sure the switch would 'click' when the cluck is let all the way out
2. Brake microswitch - I beleive the brake microswitch is the same one that also controlls the brake lights (correct me if I'm wrong), but if so then I very carefully adjusted the brake pedal so the brake lights operate as expected (after brake master cylinder replacement), so this is working fine

Desired testing that I'm not sure how to do:
1. Test the crusie control motor on top of the engine - I'm not sure how to do this, but my thought is to create a power supply that I could connect to the plug and see if the motor moves or not. I need help on how to create the correct volt and amp power source
2. Test that the signal is getting to the motor - have no idea how to test this as it shouldn't provide any reading unless driving at speed, but maybe someone has a way
3. Test control unit under passenger seat - same comment as #2
