Default Will inoperative traction control cause a MD inspection fail?

My friend gave her brother her old car (Cadillac SLS). The traction control light is lit. The Cadillac forums say that this is a common issue with this model. Apparently a $3,000 control unit will fix the problem.

Is this cause for not passing Maryland inspection. The brakes work just fine.

Which inspection? New registration or bi-annual emissions/safety inspection?

In MD, any "check engine" lights will usually interfere with both State Inspection (for tag & registration) and Emissions Testing. Waivers are possible for certain things, but the process can be a PIA to find someone bright enough to understand that the car isn't unsafe or devastating to the atmosphere. But some causes probably cannot be waived. Not sure about your case.

If the car happens to be 1994 or older, they may be able to register as "Historic" (over 20 years old), which alleviates any inspections. Although there are driving limitations specified, which is not a big deal if the car isn't a daily driver. I believe I read earlier that MD may be considering some changes to the law, maybe increasing eligibility to 25 years.

The car is a 1996 and this is so he can register it in his name

Just pull the bulb out or put black electrical tape over it (inside).

I also believe that MD has some allowable titling/registering exceptions from Inspection if the car is transferring within family members. I know that I was able to pass a Focus SVT to my son without an inspection. Not sure if still applies between siblings. Another option might be to consider joint ownership, with both names on the title [ADDING CLARIFICATION: If the car is already titled/registered in MD, this might work. Will not work if transfering title/registration from another State]. That might facilitate getting insurance. And in 2 years, the title/registration could be converted to a Historic tag (unless the rules change), at which point it could also be put in one name.

I am trying to sell my M3 to my uncle so discussed this topic with Normans Tag and Title yesterday. A car can transfer from parent to child or from one spouse to another without getting inspected. Siblings, uncles, still require inspections.

I was told the basic rule is if the car has it, it should work. I am curious about a cracked fog light that works. I should know in a few hours...

I don't think that will work. Aren't all the lights supposed to illuminate briefly when you first turn the key to the ON position? Pretty sure they check for that.

Years ago when I lived in MD, I failed inspection because the "FASTEN SEAT BELT" reminder light on my 914's dashboard had a burnt out bulb.

It will fail. My old M3 failed because of a cracked but working foglight.

When I had my 951 inspected here years ago it failed because brake pad wear light was on. I had pulled the wear sensors because I tracked the car so much and they're a PITA. Technician understood but said the light has to be off before he could pass it. He didn't care what caused the light to go off, so I just re-installed the wear sensor connectors, cut the wires, and twisted them to complete the circuit. He was happy with that.

Yes but all cars typ don't have all options. 2wd trucks don't light the 4wd light even though the dash cluster is the same for example. Inspection goons don't know which lights are supposed to come on or not.

I know several people who have gotten cars (mostly bmws) through inspection w/ black tape...
