Default Thermostat question: 97 Lexus sc300

Recently purchased a 97 Lexus sc300 manual. Replaced timing belt and water pump and thermostat. thermostat is connected to lower hose (inlet from radiator). Thermostat should open at 180 f. Have been driving all week and lower hose doesn't seem to get warm at all. Car temp is right on the mark. Realize it is cool outside and maybe the fluid temp just isn't getting above 180. If there was a problem I would think the car temp would rise. Any thoughts appreciated..tito
