I had a similar issue with individual wheels locking up at low speeds on an 02 Wrangler. Check the links to your front stabilizer bar. I had a failed one and the other side failed while I was changing the first. Or if you disconnected your stabilizer bar with the lift, well that could do it too.

Update. - I took the Jeep to the shop that lifted it and had the mechanic check on brakes as well as the brake lines. The brake lines do not show any damage. The right rear wheel turns freely and the parking brake releases properly. I did however notice that the front right wheel is spinning less free than all the others. Mechanic stated he believes the front brakes are too weak and should be upgraded.

I suggested
a. brake flush
b. perhaps install higher performance brake pads (front)

Suggestions ?

OK, are these the OEM brakes? If not, what in the braking system is aftermarket?

Hmm. I would be very leery of changing brakes components away from stock in any way until you get this lockup problem identified and fixed. Brake fluid flush, new OEM pads, fix it, and then think about upgrades (if even necessary).

Best,

The sizing of the brakes seems like a red herring regarding the issue of the rear locking up. I don't understand how the lift would 'uncover' an issue with the brakes that wasn't happening prior to the lift. The sway bar issue is interesting if the car is that susceptible to lifting a wheel (that leads to a lockup) - yikes!

I'd almost suggest taking it somewhere OTHER than where it was lifted for a diagnosis and then taking it BACK if something is uncovered that they should have seen or dealt with. They sound like they are trying to get you to throw more money at the problem rather than taking the time to diagnose.

That said I know nothing about Jeeps, lifted or otherwise.

Had a jeep with leaf spring / shackle and block lift kits for 7 years (w/OEM brakes).

Never had a brake issue.

Something else is going on.
