Inspection report on a car I'm considering buying had the brakes at 8/32 and 10/32.
Means nothing to me because I don't know what they are when new. "Half used up"....that I understand.

Pads are consumable items, as are rotors. Both fairly easy to replace and relatively cheap in the scheme of things.

I was just curious, no effect on the purchase decision.

8/32 sounds like 1/4" and 10/32 like 5/16", or a tad more than 1/4". Pads are probably 1/2" or even 5/8" thick when new, so these pads are well worn, but not totally gone yet. I wouldn't use them for a DE myself. Pads are toast when the abrasive material is the thickness of the backing plate, which is probably 3/16", which ain't far from 1/4".
