Perhaps a noobie question, but that 20% is a pressure difference measured before the cylinder and after correct? That sounds like a big drop indicating air is going somewhere, but I am not expert.

Is a number like that in of itself indicative of a mechanical problem?

A few things come to mind off the top of my head that could allow air to escape such as a bad seal in ring, valve, head gasket, or even a crack in the block/piston/head. The most common/simple would be what, rings or valves? Or nothing? Should there be other indicators like excess pressure in the cooling and/or oiling system if the air isn't escaping to the outside?

Never been accused of being smart, I made an offer that stuck.

Hoping for the best, and will handle the worst, if happens. Likely will put it on dyno to decide if further examination is warranted.

A rebuild is rarely much over $40k these days. So you will be spending less on this car than on your last one

The only difference between my garage and Ryan's is that every time I buy a Porsche, I have to stop and pick up a jar of Vaseline on the way home.

You're doing it wrong. Get the jar *before* you buy the Porsche.
