In the past I've used an aluminum baseball bat with success. The bat's taper towards the handle allows you to adjust for a snug fit between the tire and fender. Then you can slowly roll the bat along the tire to persuade some fender lip movement.

Search is your friend. There are a couple threads here on how to it is with and without a manufactured fender roller. I like to use PVC pipe and silicone spray. How to do so is in the threads.

I've used both the proper tool and Vicegrip's PVC pipe/silicone spray methods - and I've found the PVC method works better for me but be careful where the end of the pipe is - keep it away from the inside of the fender above where you're rolling.

If you want to drive down to Potomac one evening, I have a (mid-rise) lift, the PVC pipe and a can of silicone spray. The only problem is you need to pee before you come because my wife won't let anybody in the house...

I used a pair of wrenches and a towel in a parking garage in an emergency once. Just about anything will do, as long as you do it slowly and are careful about it.
