GTS Challenge has a 13/13 rule per section 2 of the 2010 GTS challenge rule book. But in general, most NASA series do not.

The Modified 13/13 rule can be applied post event as it is not always possible to determine fault at the track in a timely manner. No Modified 13/13 penalty can conflict with the findings of a NASA Race Director and penalties can vary in length subject to the discretion of GTS officials. Regardless of the length of the penalty, no penalty is over until the driver participates in at least one GTS class race while subject to the penalty.

NASA CCR's , http://www.nasaproracing.com/rules/ccr.pdf , do not contain a 13/13 provision governing on track conduct and NASA does not administer a 13/13 rule.

The 944 Cup developed and employed a modified 13/13 rule when it first came to race with NASA back in 2002, which was later adopted by GTS and Spec E30. But NASA CCR's never included the 13/13 rule or assisted in anyway to enforce our 13/13 rule. Spec E30 has since dropped the provisions and defaults to NASA for metal to metal oversight. Looks like GTS is still attempting to employ on their own, though appear to defer to NASA rulings in the end.

GTS has 13/13 and has some leeway by way of officials, etc to come to an end conclusion. The NASA contact rule isnt too bad on its own, but GTS has its way of doing things and is respected by NASA.
