Thermite. A little goes a long way when you want to cut holes in steel. I think the tank was decommissioned and parked for show. looks like some folks that know what they were doing got it running and off for a restore.
Somewhere on the interwebz there might be a thread "Polishing a T....72" (rather than a 72 T that is) everything looks like it well worn out and held together with can tin and old fence wire. to jump tank first you jump the gen set with the old truck but first you take donkey to town and get petrol for truck but first you get corn and hay from old guy down the way to feed donkey but first you get some vodka from brother to give to old man.

IIRC it is a group in MD that makes old school go carts and have at it on some local hills. Seem to remember they were getting harassed by the local cops for their antics so they looked into it and found that non powered carts were legal so they went back to crashing down the hills.
It looks like a fun bunch all in all.
