Someone got paid to make the spreadsheet. Probably for the Government, or maybe the bosses at an inept corporation like Verizon. Then the client kept asking "Where'd you get that number from?" "Where'd you get that number from?" "Where'd you get that number from?", and this is what the spreadsheet developer had to add to it in order to finally get paid...

LOL. Earned Value Management. That slide is how they measure what they should be paid by how much "value" they have provided. If if the damn think isn't done, you have provided some value, so you gotta get paid.

There's a whole art to giant fucking project management. I don't know how people can devote years where they produce one part of one part of the whole thing. Maybe. We wonder why everything costs so much.

^^Hahaha. But of course......that'll buff right out.

My guess is that they normally roll down the windows and run the straps through the car.....but the weather was calling for rain.

That's so they don't have to make the chain so tight and risk screwing up the alignment (see right rear tie down).
