Needs to pass inspection. Battery pack MIGHT be bad - $$$ (hybrid).

Thanks all for your help. Likely will go to Frederick with a low but not ridiculous price on the bill of sale.

I would suggest speaking with one of the private/independent titling businesses. They usually have an understanding of what will be acceptable or pass muster with the MVA.

For the small fee they charge, they can get it done faster than the MVA and are usually more "accommodating" with ways to avoid being over-taxed by the state.

I know I am missing something. you mention your mom is signing over the car for "insurance" purposes. Why not just pay for her insurance? keep it registered in her name in her state. You and your sister split the ins. bill.

Since its currently titled in NY, do the family member $1 gift sale in NY. Then with a title in hand that's got your name on it, apply for a Maryland title. Alternatively, a car can be jointly titled. She can apply for a NY title that has both of your names on it.

There's no need to pay the DPRM sales tax on this family transaction.

I bought my ti from my Mom for $1 last December. Over 7 years old, the car has depreciated to $0 as far as the DMV is concerned. Use a firm like Norman's Tag and Title to do the title work to avoid the lines and nosy DMV questions. I was in and out in 15 minutes with tags in hand. Remember, they cannot see the car so they do not know if it is a cherry or a hybrid with spent batteries (ie worth a negative $ amount).

She is not currently able to drive, and the insurance company is pressing for a physician's (licensed in NY ) certification that she can drive. If no letter, they would push for her to surrender her license. Can't put me on the car without a NY license.

MD law says the family exemption applies only for cars currently registered in Maryland, otherwise goes through regular process. If car is gift in NY and didn't register in NY (can't without NY license/address), Maryland will tax when you title in Maryland.
