Default VA car inspection?

How is the car inspection handled in Virginia? In Maryland it's required before the MVA will issue tag/title.

Is it the same in VA? I saw an ad for a car and it mentioned it had a safety rejection sticker?

Safety inspection is separate from registration/tags. Emissions (if required) is linked to registration. So a car with a safety inspection fail can be titled and registered, but not driven without a valid inspection sticker.

Every year in VA a car without special tags (ie, antique for instance) is required to pass a safety inspection. Any number of about 16 items can cause a fail. Tires, Check engine light, all lights not working etc. Could be trivial, could be more major.
