Default Weird Police Equipment

I've recently seen a State Trooper (impala) and a PW county (crown vic) with strange 'speaker' looking things on the rear of the trunk. One on each side. Anyone know what these are??

I know that state car polices use some kind of new technology to find out if truckers breaks are adjust maybe its that but not sure.
