I had a very similar bolt in one of my tires, with the washer.

yeah, I'm two for two in Reston this year - first the knife blade in the Spring now this. Got Yokos on order. Really like the SO's..limited choices nowadays.

after suspension inspection with wheels off - I have one small tear in an innver CV boot. Going to do the set while i am in there.
