Verizon jerked me around so much with their incompetence when I built my own house that my order for a home, an office and a fax line with all the bells and whistles for approx a $350 a month bill became a basic $19.00 a month limited calling line.
I had enough of their BS and missed installation appointments and decided to rely on cell phones and eFax.com and I've never looked back. The $19 line is only for 911 and took over 45 days to get installed. FYI the feed was run when the streets were installed and was less than 50 feet from my house so it should have been a quick install. They just don't give a crap. I will pay them as little as possible for the rest of my life.

I don't know if Dave answered your question, but, here goes. We don't cohabitate with power. Period. There may be some set of regs concerning use of different conduit within the same trench, spacing between such but that's beyond what I've seen as both a copper and fiber residential installer. As to narrowing down where your telco feed is coming from, let me ask, are you fed aerial or buried. In other words, are there poles on the road of this property address? If yes look for Telco plant. Here's how. Power on top, catv around 6 feet underneath and telco on the bottom, another 2-3 feet down. Once located, look for either a green/silver metal box on the pole or a black plastic looking enclosure on the strand adjacent to the pole. Best guess, that may be your telco feed terminal. Last word on aerial plant. You probably want all your utilities buried. That means a/b conversion(aerial to buried). Power will place a lift pole(s) on your property, string cable to that and then bury the rest to your power meter on the house. We will follow the same path(with requisite seperation) after electric is done with their end.
If your utilities are buried,it's a hell of a lot harder to find without a telco facilities address. Look for those big green metal boxes electric places at intervals. In the general viscinity you may see a smaller pale green pedestal, either metal or plastic. Not the ones that look like a large toaster, that's catv. As far as a contact number, I can't help you until the strike ends. Hope that helped.
