 True. you can keep a loaded handgun on the seat or dash in VA. It must be in plain sight. Putting it in a bag, under a newspaper or pocket is not plain sight. The most law abiding segment of VA pop is CCP holders. Clergy commit more crimes in VA than CCP holders.
