Current F1 performance relies heavily on aerodynamics. In 2007, the Ferrari guys discovered that the turbulence created by the front wheel rotation and brake cooling airflow was a problem worth solving. They created the first stationary hub plate, which was gradually picked up by a number of teams.

Its not a cooling duct. In fact, part of its purpose is to control the outflow from the [inboard] cooling ducts to reduce turbulence.

Ferrari threatens to not sign up for the 2010 season if the FIA does not drop the budget cap two tier rule that has been published. I bet the FIA caves since FIA is just one letter short of Fiat.

I am really bummed about the Ferrari performance this year, but have to say that the infusion of new talented teams and the technology re-set has really made for an interesting season. Looking forward to a US team next year to make Force-India look good
