I had the same problem with my track wheels. It turned out that the tires didn't have enough grip on the powdercoat to keep the wheels from rotating inside them. Paul at Radial Tire had the solution: he let me borrow his random-orbit sander and his tire shaver (bare wheels set up to rotate freely on the shaver while I used the sander), and I sanded down the powder coat on the bead seats with 60-grit paper. Once I did that, the tires stopped rotating relative to the wheels.
