if you are getting power to the motor but the motor does not move or moves intermittently or in fits and jerks you can check the brushes in the motor itself. The motor can be removed from the regulator via 2 screws. Mark the motor in relation to the regulator first so it can go back on in the same orientation. The armature can be pulled out and the carbon brushes checked. I don't know if replacement brushes are available. In a pinch I was able to make replacement brushes from some carbon brushed purloined from a discarded vacuum cleaner. Clean up the comutator with some very fine sand paper and reassemble.
