If that happened to me I think I'd make an honest effort to let Vertex know the order was sent incorrectly. Maybe that's me being too scared of what Karma can do to you. From a retailer stand point, I've seen all too many times where someone thought they were getting over on my store only to have learned that Karma eventually caught up with them and that person really paid through the ass in some other area of their life.

If Vertex gets back to you and insists on you paying them for the extra set of brake pads, reach out to me, I'll take the brake pads and pay Vertex directly for the brake pads.
