On my Tesla, you can't remove the charge cable when the car is locked. (At least, you can't remove it easily and/or without severely damaging car and/or cable.)
Interestingly, you *can* plug it in when the car is locked, and it's common for owners to plug in the next guy if another EV is parked waiting for a charger.
