Unequivocally I would recommend Matt De Maria at Stuttgart Performance Engineering, the job is done right the first time. He is located in "Old Town" Gaithersburg, and one of the best techs in the area bar-none.

I know in your post that you said that you wanted to track the 2000 996, are you sure that you want to track that particular car though?

I have the exact same car, and due to reliability issues that the engine suffers I would do some research before I would track it "personally". If you do track it, rock on!!
