POR products are great but they have limitations.

The POR-15 paint is UV active. It will not break down and loose rust protective abilities but it will discolor. If it cures, you have to use a tie-coat primer to make another paint stick.

you can top coat POR15 if you do it before it cures. apply the paint, let it set (about 2-4 hours) and then top coat. Any longer and forget about it.
