Are you reinstalling carpet? From you post it sounds as if you are. If that is so the existing glue is not going to make any difference if it is left in place. Just dig out any fur or strings that are sticking up. When you install the new carpet using contact cement the old glue will soften up and help bond the new carpet when the cement is painted on.
Now that is an easy way to deal with carpet glue!
If you need to remove, I too think the heat gun and a putty knife or an angle grinder with a knotted rope wire wheel is the way to go. Eye and ear protection and a good mask is required. The surgon type dust masks are not up to the task.
