Camber changes same way. Toe changes a little.
The intent of the eccentrics was to fine tune left and right adjustment. The eccentrics were set in the middle nominally. Altering adjustment would change spring blade declination + or - 1/2 degree.
When torsion bars get real old they will stretch beyond their normal setting. You will not be able to get an exact equal setting on the left and right side. You can adjust one (or both) eccentric(s) to exactly equalize the angle drops.
Also in terms of lowering you will only get about 3 to 5 mm change.
