I've been told by someone who has been through the experience
that the easiest way to get out of a photo-ticket is to simply send in a letter stating that although the car is registered to you, you were not driving at the time the photo was taken and you don't know who was, since multiple people have access to your car. The company that the local law enforcement outsource this camera collection system to will then discharge the ticket, as it's too expensive for them to spend 30 minutes of someone's time trying to prove you wrong. They simply move on to opening the next envelope and depositing the check.
