looking at the diagram it get's power from fuse 16 or 18 (5 Amp) (hard to read) which also feeds the clock. Is your clock working?
The power is hot all the time and goes to terminal 30 on the OXS relay.
This relay also get's power on terminal 86 from terminal 30 on the fuel pump relay. This is the terminal that provides power to the fuel pump itself, the warm up regulator, supplemental air valve and the OXS relay.
My guess if your car runs. (The fuel pump is going) then you should have hot at 86 on the OXS relay.
My guess then it would be the fuse or the wire going from the fuse block.
You will see this on the diagram.
