The click is from the lock cylinder not throwing the bolt to lock the steering. It also opens additional contacts when this happens. Yes you will get parasitic loss when contacts are not opened....

There are the big mechanical deflection gauges that obviously are accurate. There is the Chinese box like add on torque angle gauge that is not accurate. I just tried one a month ago; it was 15% off.
