This was my biggest frustration when I moved to the US. I was used to Germany where you flash your lights if someone doesn't see you. No biggie...it happens. If they're still not getting it, you put on your left signal.
People just thought I was trying to go around the world to the left. :D
Your comment is right on. In VA, it's the law. In my opinion, based on what I was taught in Germany, this is one of the largest problems with traffic congestion. The second is people entering the road at a speed lower than the traffic they're merging with. It's not my job to get over. It's your job to get to the speed of the traffic *before* you move into the lane.
