If it is pegged as soon as you turn the key (w/ or w/o the engine on) then you have a bad sender.

What I have is 1 bar at idle, and then anything over say 1500 or 2K rpm, I am between 4 and 5. That is normal.

They usually say 1 bar/1k rpm as a rough guide.
